I have the honour to ask for your instructions

as to the policy to be adopted towards enemy shareholders in companies registered in Hongkong in connection with the allot- -ment of new issues in which existing shareholders are entitled to shares in proportion to their holdings. The matter seems to be essentially one in which a general Imperial policy seems

to be desirable.

The question was first brought to the notice of this Goverment in connection with a new issue of the Hongkong and Whampoa Dock Co., Ltd., and I enclose a copy of a letter from the Attorney General to the company, dated the 30th Decem- -ber, 1916, which shows the position which was taken up.

The matter came to the notice of the Government again in the case of the Tebong Rubber and Tapioca Estate, Ltd., and I attach a copy of a letter, dated the 23rd March, 1916, from the Secretaries of the company to the Custodian of Enemy Property, Hongkong, and a copy of the latter's proposed reply, dated the 26th April, 1916. As the company in question is a China company the proposed reply was sent to His Majesty's Consul-General at Shanghai and he was asked to cause the letter to be delivered unless he should wish to discuss the matter

before doing 80.
